BA Center of Excellence: A Strategic Position Within State Government

Do you do work, then rework, and then more rework? Are projects being mismanaged? Is time, effort, and money wasted? Are you limited by a political environment? Is civil service shackling your ability to recognize and compensate staff for their work?
State government is still in the 20th century in many ways, working longer and harder instead of smarter and leaner. Hiring and retaining qualified, well-trained staff who are able to deliver in a competitive environment continues to be a challenge.
A well-structured, effective Business Analysis Center of Excellence (BA COE) can help pull you into the 21st century. New York State is turning to their BA COE to ensure all BAs are properly trained, follow industry standards, and are given guidance.
State government isn’t known for being the most cutting-edge work environment. Enterprise-level insight and cross-discipline exposure allows a BA COE to guide the state in leveraging existing resources, streamlining work efforts, and compensating for the shackles of a political environment.

NY State Office of the Comptroller
Todd is the Director of the Business Analysis Center of Excellence at the New York State Office of the State Comptroller. I have over 14 years of experience in various aspects of software development and business analysis projects. These projects have been for various New York state agencies, and have included a mix of enhancements, data migration, and business process improvement, and enterprise architecture. My primary role for these projects has lead Business Analyst, mentor, and consultant. In 2013 I became the first State employee to earn my CBAP.
As a board member of the local chapter of the IIBA®, I strive to help the business analyst become a more widely recognized profession within state agencies as well as Albany Capital District area.
