Director, Requirements Development & Management
Department of Veterans Health Administration

Linda Hebert has served as the Director, Requirements Development and Management (RDM) within Veterans Health Administration (VHA). As Director, Ms. Hebert provides strategic direction and operational guidance for government staff and contract resources responsible for documenting business requirements for VA's electronic health record. She works with clinical and business experts in the field, and technical experts within the Department of Veterans Affairs and with a variety of external business partners to elicit, document and validate business needs and requirements for IT projects. Ms. Hebert began her career in the VA as a registered nurse and has been working as a business analyst for the past 18 years. She is a member of several professional groups, including the IIBA® and HIMSS.

Deputy Director, Business Architecture
Department of Veterans Health Administration

Ms. Tammy Talley serves as the Deputy Director, Business Architecture within the Veterans Health Administration (VHA). Ms. Talley provides leadership and guidance to the Business Architect government and contract resources who are responsible for structuring and communicating the VHA healthcare business, which includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission. The VHA business architecture supports and integrates with Veterans Affairs (VA) and federal enterprise architectures. Ms. Talley entered her VA career 30+ years ago at the Tuscaloosa VAMC as a Licensed Practical Nurse and then a Registered Nurse. She is also a Certified Enterprise Architect and Project Manager.
